Vehicle Challan Disposal in Himachal Pradesh Courts

In Himachal Pradesh, vehicle challans issued for traffic violations must be disposed of within a stipulated time frame to avoid legal consequences. The process for challan payment and disposal involves both online and offline methods, depending on the time elapsed since issuance.


1. Online Payment of Challan (First 90 Days)


For the first 90 days, traffic challans can be paid online through the e-Challan Parivahan portal. This allows vehicle owners to settle their fines conveniently without visiting the court or any government office. Some districts, such as Shimla, Solan, and Bilaspur, also have Virtual Courts, where challans can be disposed of online without physically appearing before a judge.


2. Challan Sent to Court After 90 Days


If a challan is not paid within the 90-day window, it is forwarded to the concerned court, and the violator must either:

• Appear in court and pay the fine.

• Authorize an advocate to appear and pay the fine on their behalf.


Additionally, after paying the challan in court, the payment receipt/slip must be submitted at the respective police station for the final disposal of the challan in official records.


3. No Reduction in Challan Amount in Courts & Lok Adalat


Unlike in some other states, courts in Himachal Pradesh generally do not reduce the challan amount, even if contested before a magistrate. Similarly, even if the case is referred to a Lok Adalat, there is no provision for a reduction in fines. This is believed to be linked to the financial situation of the Himachal Pradesh government, which has been taking stringent measures to ensure compliance with traffic laws and revenue collection.


4. Consequences of Not Paying Challan on Time


Failure to pay a challan within the stipulated time can have serious legal consequences, especially if it has been forwarded to a court. For instance, if a challan in Kullu, Himachal Pradesh is not paid on time, the court may issue:

• Summons: A formal notice requiring the violator to appear before the court.

• Warrant of Arrest: If the summons is ignored, a bailable or non-bailable warrant may be issued.


Additionally, if a challan remains unpaid, the vehicle registration may be flagged, preventing the owner from:

• Selling or transferring ownership of the vehicle.

• Renewing registration or other official documents linked to the vehicle.

To avoid legal trouble, it is advisable to pay traffic challans within the allowed period, either online through e-Challan Parivahan or in court if forwarded after 90 days.
